Update: ACGME Activities Relating to Hospital Closure
Since the ACGME was notified that Hahnemann University Hospital in Philadelphia will file for Chapter 11 Bankruptcy, the organization has been doing the following:
- The ACGME is in contact with Hahnemann University Hospital executive leadership to clarify how they are implementing and complying with the hospital’s internal policy on program closure.
- The ACGME is grateful for the overwhelming response from the GME community; more than 500 available positions for displaced residents have been catalogued as of July 2. The ACGME welcomes additional requests from programs able to accommodate Hahnemann’s current residents and fellows.
- ACGME staff members and Review Committees are beginning the process to expedite those requests for complement increases.
- The ACGME is working with Hahnemann on other related issues on an as-needed basis.
- The ACGME is acutely aware of the uncertainty and stress that this situation has caused, and our thoughts are with the residents and fellows, faculty and staff members, patients and community at large during this difficult time.
Original Notice from June 27, 2019
The ACGME was notified that Hahnemann University Hospital in Philadelphia will file for Chapter 11 Bankruptcy on or about June 28, 2019 with the intention to wind down hospital operations and subsequently close the hospital. Based on the information provided by leadership at Hahnemann, it is anticipated that hospital operations will be discontinued, in coordination with the Pennsylvania Department of Health, on or about September 6, 2019, and the hospital will shut its doors at a later date to be determined.
The ACGME has invoked its Extraordinary Circumstances Policy (ACGME Policies and Procedures, Section 21.00). The ACGME facilitates accreditation considerations that make it possible for residents and fellows to transfer to other programs. The ACGME is not directly involved in resident or fellow placement or decisions related to funding. Residents and fellows should contact their program director and/or designated institutional official (DIO) with any questions about the transfer process.
In order for programs to offer positions to residents and fellows displaced in this circumstance, they must first update the 2019-2020 Resident Roster in the Accreditation Data System (ADS), including any new residents and fellows. The ACGME is sending updated reports on a daily basis to the Drexel/Hahnemann DIO. The DIO is providing that report to all Drexel/Hahnemann program directors and coordinators so that they may inform residents/fellows of transfer opportunities.
The ACGME accreditation teams and Review Committees are expediting the consideration of requests related to Hahnemann’s closure, including temporary and permanent complement increase requests from programs that would like to accommodate the transfer of displaced residents.
For programs to offer approved but unfilled resident and fellow positions, under the Overview tab, indicate the number of available positions and their type (permanent or temporary), year in program, and include any comments for each position.
Programs at full complement may also request temporary or permanent complement increases by following the normal procedures in ADS. Review Committees will process requests in an expedited manner. Increases will be approved as warranted for programs in good standing with available resources. Programs should include, in the complement request rationale, a specific reference to “Hahnemann University Hospital Closure.”
All available positions will be compiled and periodically disseminated to the Hahnemann Graduate Medical Education Office.
